Louis is surprised at Fraser's offer, and it shows in the lifting of his brows and faint wondering surprise in his eyes. Not bad, for a cop. His eyebrows rise higher as Fraser explains his origins. This was not the answer he expected. Usually people come to cities to make it big or enjoy city living.
