Where: Young Bill's cabin
There has been precious little rebirth or new growth in this strange spring, and the end of May slides uneasily toward June and Midsummer without fanfare. But there is one change: one night, in Young Bill's cabin, with Fraser and Diefenbaker and her owner and a few curious visitors all there keeping watch, Scout's nesting and fussing finally eases as she goes into labor.
She bears it patiently, her sides heaving with breath and effort as contractions come and she finally pushes the very first of her litter into the world: wet, blind, and mewling for milk. Then they come like clockwork: pink-nosed puppies, gray and white and cream and charcoal. They settle into the puddle of blankets to suck their first meal from her, Diefenbaker nosing worriedly at this brand new family that has suddenly appeared... and keeps appearing.
Over the next week, as the puppies eat and sleep and grow, their eyes slowly begin to open, revealing slits of blue. In the weeks after that, they become roly-poly bundles of fur, toddling around after their mother and batting at each other with soft paws. For all his annoyance about the pregnancy, even Young Bill seems gruffly pleased. Unlike so many of the wild creatures here, the baby wolfdogs are born without incident; all are happy and playful. Soon enough they'll grow big and strong... too big for him to keep more than one. They'll need owners, they'll need training. Who will step up to help the new father and his mate?

Puppy adoption details
Fraser will suggest to prospective owners that they give the puppies plenty of time with Diefenbaker, so their father can teach them to hunt and defend themselves. He will also offer training assistance for anyone who doesn't feel comfortable training their puppy themselves, and will remind owners that the dogs will likely be high energy, eager to work, and will require lots of physical activity.

he's read Many Books on various topics likely including basics of operant conditioning and such but this is the sort of thing that definitely needs experience moreso than academic knowledge.

[ This is literally the cutest thing she's ever seen in her life, and Kate's delighted. Completely smitten with the whole bunch of them. She just wants to gather up the whole litter and snuggle them, but she knows better to leave them alone. They're so little. Still, it's super tempting. Because... you know: puppies.
Her attention's pretty much captivated by the litter, and for the most part she's happy just to sit in the silence and watch. Hushed little sound of glee if one particular puppy yawns, or wriggles around in a particular way. But there's always time for petting Scout, and Dief — offering gentle reassurances here and there.
Kate does, eventually and very shyly, turn her head towards Fraser. Puppies aside, there's still the same quiet bashfulness that comes. The fact she was allowed to come here isn't helping it. ]
Thanks for letting me be here. This is just— [ She pauses, trying to find the right words. ] it feels like such a blessing.

[ He's felt terrible since that awful night in the mines, and he wouldn't have been surprised if Kate never wanted anything to do with him ever again. This feels like a balm smoothed over a still-sore wound, and he smiles as he looks down on the sleeping pile of puppies. Their bellies are distended with milk, and one or two of them are snoring gently.
Dief, curled next to Scout, looks almost as tired as she does, and he reaches out to give the wolf's head a stroke. ]
It's nice to remember that even here there's new life, all the time. But I think Dief and Scout will have their hands full with a litter this big... so to speak.
[ Diefenbaker makes a small grumbling noise and settles his head on his paws as Fraser chuckles. ]
Yes, rest up, Dief. You'll need it.

It's definitely a nice reminder, after everything. [ It's been a lot. Everything. This whole place. They never get much in terms of reminders of the good things like this. And they rarely get a chance to even enjoy it. ]
What's gonna happen to all of them? I mean— I don't think Mr— [ She remembers they've never know him than anything other than 'Young Bill'. Ah. So. ] ... Mr Bill. I don't think it's kinda fair he's left with all of them to look after.
[ It's... a lot of dogs. ]

[ One of the puppies shifts, and he reaches to gently soothe it with a hand that's far larger than the puppy itself, just now. ]
—Bill is planning to keep one. But I supposed we'll have to find homes for all the others.
[ Fraser looks over at her, his eyes crinkling in a smile. ]
Don't worry, Kate. If nobody takes them, I'll keep them and train them as a sled team. But I somehow suspect it won't be difficult to find owners.
